Introduction to Certification
GOST: Russian compulsory certification certificate. In recent years, Russia has gradually strengthened the management of compulsory certification of imported goods, and expanded the compulsory certification of products to customs. Article 14 of the Russian "Products and Certification Services Law" stipulates that "For products that require compulsory certification in accordance with the regulations of the Russian Federation, the The import contract should state that the certificate of conformity and the mark of conformity shall be issued", "The certificate of conformity of the product shall be presented to the customs together with the customs declaration form of the goods, and shall be used as the main document to obtain the permission to enter the territory of the Russian Federation".
 
The scope of compulsory certification products stipulated by the Russian government
In 1996 and 1999, the State Customs Committee of the Russian Federation published the "List of Commodities Required to Have Compulsory Certification Certificates for Entry into the Customs Territory of the Russian Federation", which mainly include: food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, Ceramics etc. Compared with my country’s exports to Russia, it can be seen that most of my country’s exports to Russia fall within the scope of compulsory certification. Animal products must also have an animal quarantine certificate, and food must also have a sanitation certificate.
 
Significance of compulsory certification of foreign products through Russian standards
According to Russian law, if a product is within the scope of compulsory certification, whether it is produced in Russia or imported, it should be certified in accordance with the current safety regulations and receive a Russian national standard certificate (abbreviated GOST certificate). The Russian national standard certificate of conformity is divided into batch certificate and batch production certificate.
(1) Single wholesale shipping certificate
Single import certification is applicable to Russian importers applying for a single product import. This type of certification is issued to Russian importers and needs to be applied for in accordance with the contract and invoice of the imported product. Once the importer is changed or the importer is re-imported, the certification will become invalid. A single import certification does not necessarily require product testing.
 
This certificate is suitable for manufacturers who only export a batch of products to Russia. To apply for this certificate, it is not necessary to submit samples, only documents and materials. This is an economical way of certification, but it is only suitable for buyers. Specific customers in Russia and the number of products is determined, which means that foreign manufacturers cannot use this certificate to sell products to other customers after obtaining this certificate.
 
To apply for the certificate, you need to provide the following documents and information:
• The product list and customs duty code for the certificate application;
Product quantity
• Product technical specification information and CE or any form of test report;
• Contact information of the Russian importer (buyer), including company name, address, telephone number and contact person;
• A copy of the export contract;-a copy of the invoice;
 
(2) Batch production certificate
One-year certificate
The use of this certificate is similar to the 3-year batch production certificate, the difference is that the validity period is 1 year. Applying for this certificate has the following characteristics:
1. Russian importers usually do not need one-year certification. Such certification is usually directly given to the manufacturer for a one-year product certification. The name of the certified product will be indicated on the certificate. The product can be directly issued an unlimited number of times within this year. Imported to Russia. One-year certification must undergo product testing.
2. It is necessary to send samples for testing. If the product is not convenient to send samples to the testing laboratory (for example, the volume is large), the engineer can go to the factory for testing.
3. It can be converted by CE or any type test report. If it meets the requirements, it can be exempted from testing, which can save a lot of money.
4. The official documents that manufacturers need to submit include business licenses, copies of ISO quality management system certification, technical documents (instructions, appearance styles, product photos), etc.

4. CE or ECE test report
5. Any form of test report and factory inspection report and certificate
6. Product manuals, catalogs, manuals and any detailed information that can be provided
(CE certificate and other certificates or test reports can be exempted from re-testing if they meet the requirements after review, and the certification cycle can be shortened)
 
Three-year certificate
The certificate is issued by an organization accredited by GOSSTANDART. This kind of certificate has nothing to do with the specific foreign trade contract. Once the certificate is passed, within the validity period of 3 years, every batch of products exported, a copy of the certificate can be provided as a valid proof to ensure that the product is in Russia Sales. It can be used continuously after the three-year certification and the validity period is up to three years. To obtain this certification, Russia must send experts to the manufacturer's location to do the production inspection of the product. The name of the certified product will be indicated on the certificate, and the product can be imported directly to Russia any number of times within these three years. The three-year certification must undergo product testing. Together with the GOST certificate, you can also get a license to use the Russian national quality standard (GOST mark). The mark can be used directly on goods, or on labels or attached documents. This type of certificate has the following characteristics:
1. Manufacturers in any country can apply for the certificate
2. A factory inspection is required, and the inspector goes to the site to inspect the production process and take samples
3. It is only valid for the products listed in the certificate, and other products of the factory cannot be used
4. It is necessary to check the production level, product quality and hygienic characteristics
5. The certification time is relatively long, usually -4 months
6. The certificate is valid for 3 years
7. The certification body must go to the factory for supervision and inspection every year (once a year)
If the export company does not pass the Russian product certification, it is very inconvenient to obtain the certificate after the goods arrive in Russia. Customs inspection fees and customs warehouse storage fees are required. The cost may exceed the profit of the transaction and it will take a long time. What's more serious is that products without a GOST certificate are not allowed to go on sale at all.
 
For enterprises, obtaining the Russian Compulsory Certification Certificate (GOST), on the one hand, can be directly sold on the market, and after obtaining the Russian GOST certificate and health certificate, they can set up consignment sales or direct sales in Russia. Second, the problem of using certificates can be solved for a long time. Once the certification is passed, within the three-year validity period, for each batch of products exported, a copy of the certificate can be obtained as a valid certificate to ensure export and listing.
